Dr. Neil Foo
Guided by his core mantra “Bankability and Enterprise Value are Strategy, not Luck”, Dr Neil Foo is an investpreneur, business strategist, board-level executive and corporate advisor with experience across the public sector, corporate, SME and capital markets.
A former CEO of a Nasdaq-listed SPAC company, he gained first-hand exposure to Wall Street capital markets, global M&A, corporate governance, investor expectations and capital strategy.
As a national service, Dr Foo was invited to serve four years as the CEO of Secretariat for the Advancement of Malaysian Entrepreneurs (SAME), an SME agency under the Prime Minister’s Department where he advocated SME policies and emerging digital trends to approximately 50,000 SMEs.
Through this national SME platform, Bursa Malaysia partnered SAME in advocating the SME Go-IPO Programme. Dr Foo also supported Bursa’s ACE and LEAP Markets through National Financial Roadshows, alongside alternative financing such as ECF, P2P Financing, Venture Capital and Private Equity.
Today as NCT Group Chief Strategist, Dr Foo originated the strategic design of the Accredited and Bankable Smart & Eco Service Content for NCT Smart Industrial Park (NSIP). His global DBA research draws on UNIDO EIP frameworks and 48 industrial parks across 15 nations, translating global insights with unwavering determination into practical strategies for smart industrialisation, sustainability, productivity, bankability and investment readiness.
During the Covid-19 pandemic, Dr Foo embraced carefront leadership by building emotional relationships while mentoring troubled SMEs through the ASTRO TV SME Helper Program. He helped business owners in discovering new “Opporthreats”—turning threats into opportunities, rebuilding businesses and, ultimately, bringing relief to the families behind the businesses.
Beyond the boardroom, Dr Foo is an author of six books — SME Financing Directory and Artificial Intelligence, among others, a TEDx Petaling Street speaker, KLSCM marathoner, Menara Merdeka 118 tower-runner and a drummer, reflecting his courage and discipline in pursuing continuous growth, resilience and purposeful leadership.
